Glitch when rotating photo in Photoshop 2020

Hello, I've been using photoshop for 6 years and I've always had this problem with every single update of Photoshop and I've only now decided to figure it out.

 

I have Photoshop 2020 (21.1.1) and basically when I rotate a photo using the crop tool, no matter how small the adjustment, if I zoom into the photo, all of the straigh lines are broken up and staggered. I have always ignored it because usually you can't notice it if the photo is zoomed out, but I have printed some photos and it is noticible. I have done tests with many other computers with the same photos and this never seems to happen. As I said, I've had this problem for many years no matter the version of photoshop. I have always thought it to be some setting that I cannot find. I have attached some examples of what the "glitch" looks like.
