Global Refinements Inoperative

I use photoshop cc 2021 with a dell laptop computer Inspirion 15 5000 series laptop computer. I have recently encountered problems I have never experienced, when using the Global Refinements during select and mask tasks.

When I am trying to edit  on white (T) or any other view

As an exaggeration when I crank up the global refinements the view changes automatically from white to the image

And despite increasing the global refinements to

The image does not accept the recommended changes and the image automatically returns to the white view and  remains unchanged from my exaggerated global refinement requests

For all things weird in Photoshop general advice is to try with preference reset, have you tried that so far?
