gross pixelated effect keeps appearing on art

Any idea what's causing this weird pixel effect to happen? Is it low dpi or the fact it's been rotated a few too many times? Is there a way to prevent it? Because I've painted over it on this piece over and over again and it just keeps happening.

What IS the resolution? Is the screen capture made at 100% or is it zoomed in - or is this the actual art?

Are there masks or cutouts around the shape?
