Hand tool keyboard shortcut (space) nonfunctional and panning has gone insane

PS 22.2.0, Big Sur 11.1, MBP16 i9

Holding space no longer brings up the pan tool.

Attempting to reset the keyboard shotcut to space fails. This has affected PS 2020 and 2021. I'm F*d.

Furthermore... panning has gone insane. If I manually (with a click, the horror) select the pan tool and click drag to my desired location, the pan continues with ballistics!? The extended ballistics auto-pan also is extremely unresponsive. This has made photoshop instantly infuruating and I've been a nearly daily user for much of my adult life.

Who decided to make changes to core UX patterns in a professional tool that are more than 20 years old? Insanity.

If I already have the pan tool selected *and hold space* panning behaves as expected.

So the core of my problem really is only that holding space no longer temporarily activates the pan tool.
