Having Brush issues. But like SUPER annoying

For some reason, I'm being forced to add a new layer to continue using my brush tool. Sometimes it works. Sometimes it doesn't. I have reset the tool. No the Caps are not on. I have tried changing ports. Nothing is making sense.

 

Might be my GPU, might be my Wacom Intous Pro. The computer is basically brand new & up to speed with Adobe requirements.

 

Would appreciate any feedback.
