Having problems with Photoshop as it skips menus when used a high resolution monitor

Photoshop skips menus when used on a high resolution monitor.  Photshop work OK on a low resolution monitor.  I've tried changing the compatibility in the file properties box to high DPI, I've also tried using a manifest file but this also does not fix the problem.

What is the resolution of your monitor?
Have you set the UI to 200%?

Is the workface just too small for you to see, or are there other issues?
If yes, exactly what are those issues?

Can you paste a screen shot of your workface to this thread?

All of the UI settings are correct.The workface is OK and the menu bar font size is OK.
The problem is that when you select a menu item such as "Window" you then move your down to select an item such as, "actions" the menu item jumps three places to "3D".
This issue only occurs on a high resolution monitor, move Photoshop across to a low resolution monitor and the problem disappears.

Monitor resolution is 3840x2160 on a 32" screen running windows 10 with the latest update, 64bit with 64Gb RAM using a 4.2GHz processor.
