Help! I have an error and I can't find a solution

I just updated a friend's photoshop from version 22.1.1 to version 22.3 and I get this error. I tried safe boot, reinstalled photoshop, ran compatibilty mode and nothing. Please help me I really need this version.

I really can't figure out what that means.

IMO PS 2020 version 21.2.6 shoud be used till version 2021 is ready for prime time.
