Help in potentially clearing an image

 If possible I'd love help in trying to get a license plate off of these pictures, this scumbag hit me and took off. If i knew more about photo editing i'd try to do it myself but i know zip. any help is appreciated

There is nothing to recover in that image. Even if there was information to recover, that is not something that is supported in these forums as it could leave members open to legal issues. You need to contact local law enforcement.
