Are you sure that is done with a single text layer.  It would be easy to do using  multiple layers. A text layer. On top of the text  layer  a runner cutout image layer. Of Top of that layer the text layer again fill 0 layer style white stroke.

 

No masking  no clipping just layer fill set to 0 with a Layer Style Stroke. The stroke the text. You could also link the two text laters.
