Hover over tooltips do not change

Hello - when hovering over a tool, the initial rich tool tip appears, but then only that tooltip shows when I hover over other tools.   I have tried several preference changes but does not fix the issue.    Any assistance would be appreciated.

What happens if you turn off "Use graphics processor" in Preferences >Performance and restart Photoshop?
