I couldn't open and see your image; it might be best to post it as a JPG.

Regarding cut outs, there are various methods, the choice of method will depend on the image and your skills.

One way is to use Select > Subject, then fine tune and use a Layer Mask.

here is the photo im not skilled in ps so im just asking if theres like a simple way to get rid of all the space in the flag and make it transparent so that another image can be put instead of it so the image appears like a flag
