How do I make an image or parts of an image more transparent in Photoshop

I am a new user to Photoshop. So please give detailed instructions. I have an image that I want to print with different levels of transparency - sort of change the opacity - where at 100% the full strength of the image is there and at 0% the image is completely transparent with varying levels of the intensity of the image in between. I am trying to create a portfolio where a more transparent version of the image can be printed on translucent paper and when that is lifted, the full strength image print on photographic paper of the same size is under the translucent paper.

I would also like to make selected parts of the image in different levels of transparency.

Your help is much appreciated.
