How do I stretch an image in Adobe Photoshop CS?

I downloaded a set of picture frames and I want to stretch one to fit

a picture of my dog. How do I stretch it....I don't mean image-

>size, but getting "handles" on the selection

and manipulating it. Thanks in advance.FRAME.png

hi same question, this is the latest photoshop. I will like to box select and then stretch the corners/sides of that box so that it is being stretched horizontally or vertically. I tried what you said and it is not working. I'm using photoshop very rarely and only use it for minor edits. At this time I dont have time to sit and learn the whole program for this one simple qusetion. I think this is a very simle command right?
