How make PS use whole number coordinates only? "Snap to grid" only works for a few operations.

How do I create simple rectangle or line shapes fixed with whole number pixel size listed in whole number pixel coordinates?

If I select the "snap to grid" option in view, it stops working after several additional menu choices.

Could I get this option (along w/ several others) in some new version of this software I'm leasing for $120 / year ?

Thank you so much.  Hadn't seen that menu option in multiple wanderings through the menus or the web pages galore.  You could become rich selling a video showing that.
