You see the dimensions 1167 x 1167 px (pixels). You can reduce this but must not increase it, so the requirements for 2160×2160, 1500×1500 cannot be met. You needed to start with a better original, it's too late to add missing detail.
To reduce dimensions, change the units for Width from centimetres to pixels. Type in the size in pixels, for example 800.
For the 16:9 files go back to the original document and crop it to 16:9 ratio. Then resize as before.

...this is a joke...in previous versions of photoshop you could specifically change the size of an image...In Photoshop cc, it will not allow this...time for me to change software...no sense in this foolishness !!!!!!
