How to align multiple objects_ can't select objects

The only way I could select a set of these circles to make them concentric was to transform it.

 

They don't want to be selected (I made a bunch of circles via the ellipse tool).

 

Then I try to align by going to layers or the other way by the transform options ribbon at the top.

Hi

Those layers look like pixel layers (from their icons in the layer panel) not shape objects.

No matter, select the three layers in the layers panel

Then with the move tool select click in the options bar where shown, 1 then 2
