how to batch output file under 5MB

As the client requested, they want flattened tiffs under 5MB and jpgs under 3MB, the dimension of the files are all 2308w x 3000h at 72ppi. Is there any way I could batch output the files to meet such requirements? I am aware that lightroom could output jpg under the desired file size but jpg only. Would be great if there is any method or even plugin that will do the job as I got hundreds of images to output. Thank you.

Have you tried creating an Action with saving the TIFFs as a JPG with a particular level of compression?

I'd do a save as with 1 of the TIFFs to see what level of JPG compression gets the file under 3MB and then apply that to all.

Try Image Processor Pro but be aware that TIFF files will likely be much larger than 5MB.
