how to expand text width

Hi there! I'm trying to create something like this where I can expand the text width out. Anyone know how to do it?

First Off: Illustrator might be a superior choice for this. 

But if you want to do it in Photoshop there are several options: 

• Smart Objects with Liquify 

• Smart Objects with Displace 

• Converting Type Layers to Shape Layers and manipulating the Paths manually
