• You could start with a stock image of the earth from space like this one from Adobe Stock or create your own space image with a black background, a circle filled with a bluish gray, and a black gradient over it or a gradient layer mask on the planet layer.
• Add stars with white dots as needed.
• Add your text.
• Then go to Window > Styles and in the Styles panel menu, select Legacy Styles and More. (Try the Steel Index style.)
• Search for Metallic in the Styles panel and with your text layer selected, click on a style to apply it.
• Go to Layer >Layer Styles or double click on the layer to adjust the parts that make up the style effect
