How to move an object's anchor point, where is "Collapse Transformation" box located to turn off?

Hi, seems like this question gets asked a lot and has the answer of unchecking a little box called "Collapse Transformation," problem is, and trust me I've been trying to look this up, I don't know where those boxes are. I have a screenshot of the solution, it even has an image, only issue is they cropped it so much you can't tell what toolbar/panel/tab etc. it's associated with. They give no steps on accessing this ://

 

Normally anchor points just move when you click on them so idk what's happening.

This is not a Photoshop panel. On what forum did you find this?

 

Photoshop does not have a "collapse transformation" either. What software are you using?
