How to open an image on top of another

Let's say I have an image in Photoshop to which I want to add another image that isn't already open in another tab.  I can open the second image into another tab and move it (e.g. copy and paste) to a layer in the first image.  Instead, to save time, is there a way to simply open the image directly into the new layer in the first image, without first opening it into a separate tab?  Thanks.
