Also, are you using a Mac or Windows based computer? What is the version of Photoshop you're using and what is the exact operating system version?

Does it help if you delete the empty folder from Creative Cloud Assets on web?

I have a Mac with Catalina and PS 22.5. When I click on the folder to highlight it then right click, the flyout menu pops up that has "delete" as an option. This is how I deleted my empty folders in my library.
