Although Sharpening can bring out details in images, subjects, that are already In Focus for subjects that are NOT In Focus, Blurry, sharpening will not make them clearer. It will just bring out the blurriness and add artifacts.

 

What you see on TV about some CSI team making blurry pictures In Focus is false.

Also to answer your actual question. There are MANY MANY good tutorials on using all of the Sharpening system available in Photoshop. Do a Google search for Sharpen images in Photoshop.

A good starting point is Filter > Sharpen > Unsharp Mask. Zoom in and use the sliders to sharpen the image enough, but with little distortion.
