i cannot find a template for that anywhere ? please help!

Template are easy to create. Create one that meets your requirements. That has the Aspect Ratio, Size, and Print resolution you want.
1. Google dimensions of a DVD cover.
2. In Photoshop: File>New and enter the dimensions in pixels. Choose the appropriate DPI for your purposes. Choose your color mode (rgb or CMYK)
