I can't get Digimarc to function in High Sierra 10.13.5 - any suggestions?

I just did the MAc OS update and the latest PS CC update.  Normally I would find Digimarc in filters but it is no longer there.  I tried moving the Digimarc download into the PS plugins folder and restarted PS but it did no good.  Any advice?@

The latest MacOS is 10.13.6, not 10.13.5  Digimarc is working on my Photoshop.

However it is no longer installed by default.
