i cant use spherical panoramic features

hi i just learn to use spherical panoramic to make vr asset , and i watch a tutorial on youtube, but when i try to make new panorama layer from selected layers i can't select the option, i can't even import panorama image, it show the new panorama window but when i click ok ... nothing happen

im using photoshop CC 2018

Is your GPU enabled in your Photoshop  Preferences performance?
