Ignore Windows "Photos"! It is not color managed and will never display correctly, ever, under any circumstances.
Is the color profile embedded in this image? Make sure it always is. Your working space isn't important, the embedded profile will always override it. As long as it's there.

But why do you have Photoshop 5 Default CMYK - ? If this is an RGB file it's not the immediate problem - but if you ever need to work in CMYK this will get you in serious trouble.

All that said, it's possible you have a defective monitor profile. If you're not using a calibrator (you should), you get manufacturer profiles through Windows Update, and these profiles are very often broken and defective in various ways. This will only affect color managed applications like Photoshop. Windows "Photos" is not color managed and will just ignore the monitor profile. It doesn't even know what a monitor profile is.
To test that, replace your current profile with sRGB IEC61966-2.1. If this seems to clear the problem, you need to use a calibrator to make a new profile. Or, for non-critical use, keep using sRGB until you do.

Have a good look at the video card driver. I've had Windows 10 arbitrarily change the video card driver to a generic Microsoft driver and stuff things up. We would normall suggest that you open Photoshop and go Help > System Info > Copy and paste to this thread so we could tell you if you have the right driver. If your version of Photoshop uses the English langauge then maybe do that. But if we are not going to be able to make sense of it, maybe not so helpful.

Photoshop is colour managed and corrects the display using the monitor profile set in your operating system and the profile embedded in the document. It will display correctly, provided that the monitor profile set in your operating system describes your monitor in its current state and settings. The best way to do that is to make that monitor profile with a hardware device and its associated software (such as the i1Display).
Other viewers may not be colour managed and therefore do not correct the colours for your particular monitor profile or the document profile. These will, and should, look different to the corrected display in Photoshop.

The windows update has probaly set a defective monitor profile on your system. Go back up the thread and look at D.Fosse's post on how to temporarily set the profile to sRGB in order to confirm that.

So confirm it is the answer to the win 10 update
But you can't never update it 😂

In Windows 10 color management works, but you need to ensure you are using an accurate monitor profile in Windows. This is covered in D.Fosse's answer above.
