I'm doing a tutorial which requires to turn off Constrain proportions, but how to do that in CC2020?  Can anyone help.  Constrain porportions is  no longer available  in the Image function.

If you're talking about the image size dialog, click the little icon between width and height to turn off Constrain proportions.

The latest versions of Photoshop constrain proportions by default when you re-scale images with free transform (Ctrl+T).  To unconstrain, hold down the Shift key while moving handles.
