Hi,
I'm opening files (jpg) in photoshop and they open out of the bounds of the screen. When I try to grab them and pull them down, they disappear row by row. Here's a quick video: Photoshop file opening

Does this happen with just JPEGs?
Looks like a video driver issue. If you disable the GPU (via Photoshop > Preferences > Performance > Graphics Processor Settings on the menu bar) does the problem go away?

Yes! But now the files load slowly...

What about other formats like PSD or TIFF? Do they load fine or do they do the same thing as JPEGs?
Try trashing preferences to see if that helps any:

The TIFF and PSD are opening but I"m getting 'white outs' when I'm editing...

Is there more than one GPU in your system? Did you try what's suggested here (specifically step 7 but any of the other steps can help too):
