Has anybody got any ideas why I'm seeing this repetive line smeer on every image I open please? Photoshop is up top date. I'm pretty new to photoshop so apologies if there is a simple explanation.  Thank you Screenshot 2021-03-03 at 18.12.38.png

Those appear to be corrupted files. Are these on an external/removeable drive?

If so try copying to your main HD and open. If the issue persists, the file is corrupted.

Try resetting the tools and/or preferences.
To restore preferences quickly using a keyboard shortcut:

Press and hold Alt+Control+Shift (Windows) or Option+Command+Shift (Mac OS) as you start Photoshop. You are prompted to delete the current settings. The new preferences files are created the next time you start Photoshop.
Note: Using the keyboard shortcut, preference files for custom shortcuts, workspaces, and color settings will also be reset to default.

This is the video driver. Go to the GPU manufacturer's site (Nvidia/AMD) and find an updated driver.
