igger size brush, erasor, healing tool and more get stuck on the photo

I have a prolem with the bigger size brush, erasor, healing tool and more.

Everyting works well with small sizes. Once i turn to bigger sizes i can't move them over the photo. Only ouside the photo frome. I can move only when i press the space bar. 

I tried reinstal lots of times. With or withoutwascom, noting seems to work?
Anywone?
