I don't know why this is but if you create an .ai file with lets say a random blue 0, 173, 230 and save it as .ai with the profile embedded it becomes 0, 172, 230 in Photoshop in an sRGB document.
If you don't save the ICC profile the value stays numerically correct but is for obvious reasons not the way to go.
Is this a bug? I don't see any reason for Photoshop to interpret the sRGB .ai file differently.
Have a look at it yourself in the attached file. Right-click layer -> edit contents to open the .ai and see that it should be 0, 173, 230.
