Image keeps "sliding" at 100% view

Hello. In Photoshop, when viewing a TIFF file at 100% and using the Hand tool, if I want to view another part of the image the image keeps sliding a bit. Can I stop this movement so that the image “moves” and abruptly stops according to my mouse actions only? Thanks for any info.
