image seems stuck to the bottom of the screen and won't "center" on my screen

hi all, as you can see in my image below- everytime i open an image in photoshop - it opens at the bottom of my screen , it leaves a big load of empty space on the top of the screen and i cant even access the bottom of the image - im very much a beginner photoshop but have been using it on and off for ten years- but i cant navigate this issue at all- very frustrating, any adice / all advice wecome ! thanks in advance! i dont know how to center the image to work with it easily . i cant even resize the whole programmme - i cant even find a way to make the whole programme smaller on the screen. thank , from a desperate beginner.psproblem.jpg
