Image size reduction on import in photoshop

I'm having trouble with a particular image file. Whenever I want to open or drag the image (Smaller in size) in to a much larger image I have previously made. My smaller image is reduced by almost 50% from it's actual size. Is there anything I need to consider when doing this?

Could the resolution of the two files be the cause (ie they are different)?

Hi i think you updated to new version of Photoshop ? then revert back to 2020 for some stable version after few weeks....regards
