Improving a picture

Hi,

i wish to improve the quality of the attached picture.

I just removed some white spot and enhanched contrast.

In my opinion now there are 2 main issue:

- Glare produced by droplets in the sun

- Dull colors underwater.

 

How would you proceed?

Try this as step one then

Then open up the image overall in curves and add Highlights, then drop luminance in colors and you get this:

Personally, I don't mind the droplets, but I'd remove them from where they sit ON the boat. For the dullness, I'd probably select the underwater part, and start with a Curves adjustment layer - start with an S curve, and then adjust where the pivot point is, to maybe the higher values. Then I'd see myself enhancing yellows and reds. In the end, I'd expect that'd make me also need to alter the perception of black and white on the boat, so the light seems more even. I haven't gotten to try it, but that's where my mind says I'd start...

You could use gradient filter of CR

That is the Adobe Camera Raw interface, with focus on the Curve Adjustment in that pane.
