Installing actions & brushes

I am trying to load some actions & brushes on my backup laptop.  It is running Windows 8 and PS CC 2017.  When I look in my downloads folder I can see the .atn file, but when I try to load them they aren't there.  I have tried drag and drop and get the circle with the slash thru it.  Can anyone please help me with this?  Thanks so much!!

First of all, do you know for recent Adobe policies? From what I know you are allowed to use only latest two versions of Photoshop.
