I still doe not understand what you want?  Also what do you mean by blue tool outline. In what you posted  I see the move tool outline in blue,  Then the Blending mode field in the Layer palette outlined in blue.  Then the Preset field is a plug-in Adjustments dialog in blue. Photoshop often highlights selected items  with some outline some outlines are blue.

Typically only the active box is outlined in blue. Where did you get the screenshots? They are miniscule.
