IOError in PS CC 22.3

After updating to PS 22.3 and ACR 13.2 I receive following error when opening an image:

then I did following:

1. Back-up all the Preferences in PS

2. Deleted PS using the Creative Cloud Desktop

3. Reinstalled PS from Creative Cloud Desktop

4. Launched PS: still the same error with new presets, also after restoring previous presets

then I remember some issues about the GPU settings, and ...

Unable to open the Performance Tab and to acces the GPU settings.
Any suggestions for solving this?
