Short answer - no.

Longer answer - it's hit or miss and unsupported. The last stable OS to run CS5 successfully (without major issues) was 10.9 Mavericks.

Since then users have noted more and more issues with the application and OS compatibility.

Yes CS5 files (not just jpgs) can be opened in newer versions of the software.
