Is there a setting to make dng files open in camera raw?

Trying to figure out why some of my dng files open in camera raw when opening from lightroom cc, (ctrl+e), and others don't. I would like to have them open first in camera raw and then bring them into photoshop. Or at least be able to set the preference when opening indivicdual images from lightroom classic.

A raw file (like a dng) opened from Lightroom will not open the ACR interface.

 

What actually happens is that Lightroom passes all the settings on to ACR, which then opens the file silently into Photoshop. You never see the ACR interface. There's no need, you have already made all the settings in Lightroom.
