Issue Saving Photoshop file as a JPG

Hello,

I have been having issues saving artwork as a JPG in Photoshop. I made sure that I am in the right color mode and I am using the 8 bits/channel. I've restarted the program,  unistalled and reinstalled multiple times as well. Even deleted my preferences and reset my workspace to the essentials default. I am only experiencing this issue with photoshop. I can save JPGS in all the other programs I have. There are other file options that are missing as well. This attached is the only save options I have. Any ideas on how to fix this issue?
