Was wurde da wieder verbockt?

If your document content can be preserved in the jpeg specification then jpeg will appear in the Save As list. That means - a single background layer, 8 bits /channel, no transparency, no addditional channels, no hidden pixels (e.g. after cropping with "delete cropped pixels" unchecked, no adjustment layers.

If the jpeg filetype is not in Save As but only in Save a Copy then your document has content that can't be preserved. Your screenshot shows Layer 0 not a background layer

Since v 22.4, if your file contains items that are not supported in your required format (e.g. layers or 16 bits/channel) then the file format is moved to the Save a Copy command. This was driven by changes in the Mac Operating System, although the changes are applied to both Mac and Windows versions to keep them aligned.

Was ist das Problem?

Edit > Save a Copy (cmd-alt-S) und Edit > Save As (cmd-shift-S) sollten gleichermassen einfach aufzurufen sein.

Was is mit »strg«?

There is something wrong in your decription. If the content of your image can genuinely preserved in a  jpeg - so it is 1 background layer, no adjustment layers, no additional channels, no hidden pixels or transparency (e.g. you have not cropped with "delete cropped pixels unchecked), 8 bits /channel and you use Shift+Ctrl+S for Save As then jpeg will appear in the list.

If  you want to batch many files Image Processor Pro can be used to save your files.   Script cans save file better then Actions and Photoshop UI Save AS there is no need for Save a Copy.  Image Processors do better they can save versions that a better solution  then a copy IMO.

Vielleicht falsch verstanden?
