Keep getting "Could Not Complete Your Request"when launching photoshop

Using Safari 14.0 and Photoshop 2021

When it does work I have crashes and spinng wheel

What version of the Operating System are you using? Catalina? Big Sur? Safari is your browser...and doesn't really have anything to do with Photoshop.

And what build of Photoshop is your 2021 version? 22.3?
