Layer effects problem after upgrade to 22.3.0

by moving the layer position  the effects assigned to the layer disapear! at least the color overlay.

it comes back when i switch enable/disable layer (Eye).

this is very annoying. anyone else having this issue?

The more button to delete this topic does not work.

problem solved. was just me effect on the folder.
