Layer malfunction

PC/ Adobe Photoshop ver 22.1 

 

A very odd effect happens when I toggle the layers on or off, at the very bottom or top. I can only save files when the bottom layer is selected and all others are turned off... It also limits my Zoom tool somehow and the visibility of the other layers as well. Makes it tricky when you have to fight with the layer stack just to see them all together

I'm having similar errors.  "Could not complete your request because of a program error." Won't let me flatten images or resize. No doubt there are other issues I haven't used or tried. Major errors with the updates? Do we need to reinstall?

What have you done for all-purpose trouble-shooting so far? 
Restoring Preferences after making sure all customized presets like Actions, Patterns, Brushes etc. have been saved might be a good starting point:
