Layering/borders with another photo

Hi, which app for android will allow me to put one photo on top of another (not transport), or use one picture as the border of another.

I previously used afterlight on iOS for this, but afterlight on Android does not have this function.

I have a number of adobe photo apps I've trying to do this with on my
Android, is this only for the computer application

You might try Adobe Photoshop Mix. It has compositing (combining) features, and is available in the Google Play store.
