Layers disappear in Ps 22.2

Every time I re open a picture the panel on the right changes and the layers window disappear. I try to save and/or reset work space to default bu whenever I close and reopen the layers panel is gone. The same with fast actions change very time another pic is opened - thanks for helping

Can you bring back the Layers panel from Window menu > Layers?

Please show a screen shot. If you are using the Essentials Workspace and resetting it, the Layers panel should be visible in that workspace. Maybe we can see the issue.

 We also need your OS and PS version.

Yes to both questions - I can bring it back doing Windows - Layers and or
restore default after which the layers panel reappears - however the panel
will not appear when I open the same or another photo
