Learn Panel Availability in Photoshop

Is the learn panel not available in Photoshop Version 22.0? I have seen it before in older versions, but I have not seen it available when I go to Windows > Learn to add the panel. It no longer exists. If it is no longer available, which is the most recent version that it has it?

Thanks! I have seen that the discover tool is also available in the 2018 version, that's why I was wondering if they just got rid of the learn panel completly so users could just use the discover tool.
