Legacy Free Transform

I am an old Photoshop user but got comfortable with not having to hold shift to proportionally resize. Now it is disabled no matter if I check or uncheck the legacy free transform switch. I want to go back to not having to hold shift but can't make photoshop do it. Can anyone help?

"The second place to look is in the options bar after you hit Cmd+T. There is a link icon in between the Width and Height controls. When it is on, the W&H are proportional; when it is off, they distort. Try clicking it to toggle the behavior."
